Universities Need to Be Part of the Industry, Not Adjacent to It
A serious drone industry cannot rest on entrepreneurs alone. Tanzania needs engineers versed in aerodynamics, embedded systems, robotics, computer vision, artificial intelligence, batteries, communications and control systems, technicians who can repair aircraft, software developers who can build flight management systems and data platforms, and materials engineers capable of working with composites and lightweight structures. This isn't an argument for Tanzania to pursue military drone manufacturing as a central objective. A company producing drones learns precision assembly; a company producing flight controllers learns electronics; a company producing motors learns precision engineering; a company developing autonomous navigation develops advanced software; a company producing batteries develops energy storage expertise; a company operating fleets develops data and communications systems. Every one of those capabilities has applications well beyond drones, the same computer-vision engineer can work on autonomous vehicles, the same flight-controller electronics firm can produce industrial control systems, the same battery manufacturer can supply electric mobility, the same composite manufacturing facility can serve other transport industries. Drones function as a genuinely useful industrial entry point precisely because they're relatively small, comparatively inexpensive to prototype, and capable of generating demand across multiple technological disciplines at once.
The Window Is Open Now

The appropriate policy response is larger than supporting individual entrepreneurs. Tanzania should establish a national drone manufacturing programme bringing together the Ministry of Industry and Trade, Ministry of Transport, TCAA, Ministry of Agriculture, universities, technical colleges, research institutions, private manufacturers and major users, with measurable targets for local value addition, component manufacturing, engineering research, exports, technical training and public procurement.
The first target shouldn't be 100% local content, that would be unrealistic given where Tanzania's industrial base currently sits. It should be increasing domestic value every year: moving from importing complete drones to assembling them, from assembly to manufacturing airframes, from airframes to components, from components to proprietary software, and eventually to complete systems designed around African requirements. That progression would represent something considerably more valuable than replacing an imported product with a locally made equivalent. It would represent an industrial capability Tanzania actually owns.
