APA Apollo Group has acquired majority stakes in Meticulous General Insurance and Metro Life Assurance, giving the Kenyan financial services group an operating platform in Tanzania as insurance premiums, industry assets and customer numbers expand rapidly. The transaction extends APA’s regional presence beyond Kenya and Uganda and adds another major player to East Africa’s increasingly consolidated insurance market.

Kenya-based APA Apollo Group has completed the acquisition of majority stakes in Meticulous General Insurance Company and Metro Life Assurance Company in Tanzania, extending its insurance operations into one of East Africa’s fastest-growing insurance markets at a time when regional insurers are increasingly using acquisitions to build scale across national borders.

The transaction, announced on 26 October after regulatory and legal approvals were completed, gives APA Apollo Group controlling interests in both a general insurance company and a life assurance business, allowing the group to enter Tanzania with an existing operating platform rather than building a new insurer from the ground up. The financial terms and exact size of the majority shareholding were not disclosed.

APA Apollo already operates insurance businesses in Kenya and Uganda and describes the acquisition as part of a wider regional strategy covering East Africa. The group was founded in 1977 and has expanded across insurance, pensions and investment services, while international shareholders including Swiss Re and Hollard have invested in its parent company, Apollo Investments. Hollard acquired a 20 percent stake in Apollo Investments in 2024, strengthening the capital base behind APA’s regional expansion.

The Tanzania acquisition therefore adds a new national market to a business that has been gradually moving from a primarily Kenyan insurer into a wider East African financial services group, while giving Meticulous and Metro Life access to a larger regional balance sheet, insurance expertise and distribution relationships.

Tanzania’s Insurance Market Has Become More Attractive to Regional Capital

The timing of the acquisition is particularly relevant because Tanzania’s insurance industry is expanding faster than the wider economy and has moved well beyond the low growth market that regional insurers faced a decade ago.

The Tanzania Insurance Regulatory Authority reported this month that gross written premiums increased from TZS1.52 trillion in 2024 to TZS2.55 trillion in 2025, while insurance industry assets rose from TZS2.14 trillion to TZS4.06 trillion and investments increased from TZS1.41 trillion to TZS2.24 trillion. TIRA also reported insurance penetration at 2.8 percent in 2025, compared with 1.8 percent a year earlier under the regulator’s latest reporting figures.

The number of policyholders and beneficiaries reached 26.8 million in 2025, including 8.7 million policyholders and 18.1 million beneficiaries, while employment within the insurance sector increased to 6,434 positions. General insurance premiums grew by 44 percent, health insurance by 38.6 percent and life insurance by 14 percent during the year, giving prospective investors exposure to growth across several insurance categories rather than a single product segment.

Those numbers provide the economic context for APA Apollo’s decision to acquire both a general insurer and a life company. Meticulous gives the group access to the larger general insurance market, covering areas such as motor, property, engineering and commercial risks, while Metro Life provides exposure to a smaller but expanding life insurance business that can benefit from growth in formal employment, savings products, bancassurance and corporate employee benefits.

Tanzania remains a relatively underinsured economy when measured against mature insurance markets, but low penetration increasingly represents commercial headroom rather than simply evidence of weak demand. Rising household incomes, formalisation of businesses, infrastructure construction, expansion of bank and mobile distribution channels, compulsory insurance requirements and the rollout of broader health insurance policies are increasing the number of areas in which insurers can find new customers.

The Acquisition Gives APA Scale Faster Than Building From Zero

Acquiring existing insurers is particularly useful in financial services because market entry depends on more than obtaining a licence. An incoming insurer needs distribution networks, brokers, agents, claims infrastructure, actuarial capacity, customer relationships, regulatory familiarity and an existing book of business before a new operation can reach meaningful scale.

Meticulous and Metro Life provide APA Apollo with those capabilities immediately, while their existing Tanzanian management and market knowledge reduce some of the execution risks associated with entering a new country.

Protase Ishengoma, chairman of both Tanzanian companies, said the transaction would combine their knowledge of the local market with APA Apollo’s regional experience, capital and capabilities, while the two companies would continue serving existing clients following completion of the transaction.

For APA Apollo, Tanzania also provides a larger economic base from which to pursue regional corporate customers. Businesses operating across Kenya, Uganda and Tanzania increasingly prefer insurance partners that can provide similar products, underwriting standards and account management across several jurisdictions, particularly in logistics, manufacturing, construction, financial services, tourism and other sectors with regional operations.

That creates an advantage for insurers that can follow customers across borders because the commercial opportunity is no longer confined to selling individual policies in each market. Regional insurers can increasingly compete for multinational and East African corporate accounts that require coverage across several countries.

East African Insurance Is Consolidating Across Borders

APA Apollo’s move into Tanzania fits a wider pattern of consolidation in East African insurance, where larger African and international groups have been acquiring established local insurers rather than relying solely on organic expansion.

Allianz completed the acquisition of majority stakes in Jubilee Holdings’ general insurance operations across Kenya, Uganda, Tanzania, Burundi and Mauritius between 2021 and 2022, creating one of the clearest examples of a regional insurance transaction being used to establish a multi country platform.

Sanlam and Allianz have also combined substantial parts of their African insurance operations, while regional groups such as Britam, CIC and Jubilee have maintained businesses across several East African markets. The competitive structure is therefore moving towards insurers with sufficient capital, technology and geographic reach to spread risk across several markets while sharing product development and administrative systems.

Tanzania remains attractive within this regional contest because its economy is larger than several neighbouring markets, its population exceeds 60 million people and insurance use remains low enough to allow significant expansion. TIRA reported gross written premiums of TZS1.52 trillion in 2024, up 20.2 percent from TZS1.24 trillion in 2023, before the further acceleration reported for 2025.

For an insurer entering at this stage, the opportunity comes from participating in market expansion rather than depending entirely on taking customers from established competitors.

General Insurance Still Provides the Largest Immediate Market

General insurance remains the largest part of Tanzania’s insurance business and accounted for TZS957.2 billion, or 63.1 percent of total gross written premiums, in 2024. Life insurance contributed TZS309 billion, while health insurance accounted for TZS187.5 billion.

The structure explains why acquiring Meticulous alongside Metro Life gives APA Apollo a broader commercial position than entering through life insurance alone. General insurance provides immediate access to motor, property and commercial customers, while life insurance offers a longer term growth opportunity as household incomes rise and more Tanzanians enter formal savings and retirement arrangements.

The combination also allows APA Apollo to distribute more products through the same corporate, broker and agency relationships. A company purchasing property, motor or liability insurance from the general insurer can also become a customer for group life, employee benefits or other long term products provided by the life business.

The success of that strategy will depend on how effectively the group integrates the two Tanzanian operations with its wider East African platform without weakening the local relationships that made the acquisition attractive in the first place.

Tanzania Is Becoming a More Important Part of the Regional Insurance Map

APA Apollo’s Tanzania entry adds another regional group to a market that is already attracting established African and international insurers, while the underlying premium pool is expanding rapidly enough to support further competition.

The acquisition also indicates how financial integration in East Africa is developing in practice. Regional integration is often discussed through trade in goods, transport corridors and common market regulations, but financial companies are increasingly creating cross border institutions through ownership, technology, capital and distribution networks even where national regulatory systems remain separate.

For Tanzania, additional regional capital can increase competition, introduce new insurance products and strengthen underwriting capacity, although consolidation will also increase pressure on smaller local insurers that cannot match the technology spending, capital strength and multi country relationships of larger groups.

For APA Apollo, the acquisition creates a three market East African insurance platform spanning Kenya, Uganda and Tanzania and places the group inside a Tanzanian industry whose premium volumes, assets and customer numbers are rising quickly.

The transaction therefore represents more than geographic expansion. APA Apollo is entering Tanzania at a point when the country’s insurance market is becoming large enough to matter in regional financial services strategy, while still remaining underpenetrated enough to offer substantial room for further growth.
