- INTRODUCTION
Travelling to Mainland Tanzania now requires mandatory inbound travel insurance for qualifying foreign visitors. Through the Insurance (Inbound Travel Insurance) Regulations, 2026, published under Government Notice No. 256 on 4 September 2026, the Minister for Finance has introduced a compulsory insurance regime for qualifying foreigners entering Mainland Tanzania. To guide implementation, the Permanent Secretary of the Ministry of Finance, Dr. Natu Mwamba, issued a subsequent clarifying Public Notice on September 25, 2026, confirming the operational timeline, pricing frameworks and inter-island guidelines. This requirement affects not only visitors but also travel operators, tourism businesses and insurers involved in facilitating their journeys.
2. WHO MUST OBTAIN THE INSURANCE?
The Regulations require foreign visitors falling within their scope to hold a valid inbound travel insurance policy when entering Mainland Tanzania by air, land or sea.
Scope & Exemptions:
- EAC and SADC Residence Exemption: The Regulations expressly exclude residents of EAC and SADC partner states from the definition of “foreigner” for purposes of the Mainland regime. Therefore, the exemption is framed by residence.
- First Point of Entry: The Ministry of Finance’s 25 September 2026 public notice expressly addresses the Mainland–Zanzibar interface. NIC and ZIC are designated as the respective inbound travel insurance providers for Mainland Tanzania and Zanzibar. Visitors entering the United Republic through Mainland Tanzania obtain insurance from NIC, whereas visitors entering through Zanzibar obtain it from ZIC.
- Mainland First: A visitor whose first point of entry is Mainland Tanzania should obtain mandatory inbound travel insurance from NIC. If an emergency subsequently occurs elsewhere within the United Republic, the Ministry’s notice provides that services will be provided by the insurer from which the policy was obtained, subject to the terms and conditions of that policy.
- Zanzibar First: A visitor whose first point of entry is Zanzibar should obtain mandatory inbound travel insurance from the ZIC. The same Ministry notice provides that, in the event of an emergency occurring within the United Republic, the visitor will be served by the insurer from which the inbound travel insurance was obtained, subject to the policy’s terms.
- Qualifying visitors outside these exempt brackets must buy coverage before departure through the official NIC or ZIC Inbound Portal or at designated border entry points. Because arriving without a policy results in an immediate denial of entry, this must be addressed during pre-travel planning rather than treated as a flexible formality upon arrival.
3. PREMIUM, DURATION AND SCOPE OF COVER
The standard premium is USD 44 (or its equivalent in Tanzanian Shillings), payable through designated digital payment systems integrated into the national portal. The NIC's active operational framework expands this to include specific family and commercial tiers: infants (Ages 0–2): Free / USD 0, children (Ages 3–17): USD 22 (50% discount), adult Groups (10+ Travelers): 10% discount on the total premium when booked collectively. These are operational arrangements and should be distinguished from the premium prescribed by the Regulations.
The Mainland policy is valid for a maximum of 92 days from the date of arrival and remains effective for multiple entries during that validity period. A visitor who remains in Mainland Tanzania beyond the 92-day period must obtain a new policy. Importantly, the 92-day insurance period is distinct from the validity or duration of any visa, residence permit, work permit or other immigration authorisation.
The Mainland policy must provide cover for emergency medical treatment, emergency medical evacuation, emergency repatriation and loss of luggage. The Regulations do not prescribe the monetary limits for these benefits; the applicable limits, exclusions and specific terms are set out in the policy. The policy covers emergency medical treatment, emergency medical evacuation, repatriation of remains, and baggage loss. However, because the precise financial caps, conditions, and exclusions are bound by the underwriting terms issued by the National Insurance Corporation (NIC), visitors should carefully review their policy certificates rather than assuming that all medical or travel expenses are automatically covered in full.
Zanzibar’s existing framework also provides mandatory inbound travel insurance for foreign visitors entering Zanzibar, with coverage for up to 92 days. The Zanzibar Insurance Corporation (ZIC) states that its inbound policy is mandatory and that the applicable terms and conditions govern the scope of coverage.
4. IMPLICATIONS FOR INSURERS, EMPLOYERS AND STAKEHOLDERS IN THE TOURISM INDUSTRY
The Regulations place inbound travel insurance under a controlled, designated framework. The mandated product is issued directly by the National Insurance Corporation (NIC) Tanzania Limited or through registered local insurers operating in approved partnerships with the NIC. Insurers are also expected to maintain payment verification, claims-handling and customer-care mechanisms and integrate their systems with relevant authorities for verification of insurance coverage.
This introduction creates practical compliance demands across multiple business vectors:
- Tour Operators and Travel Agents: Agencies should update booking terms, pre-departure information and client communications to identify the applicable insurer by the first point of entry. - Utilize Official Channels: Purchase the policy in advance via the dedicated NIC Inbound Portal to secure swift border clearance.
- Audit Travel Combinations: If a trip includes both Zanzibar and Mainland Tanzania, confirm the applicable insurance arrangements based on the first point of entry and the visitor's subsequent movements.
- Review Policy Limits: Read the detailed terms regarding medical caps and luggage claims before arrival.
- Arrange for fresh cover if stay extends beyond the policy's validity.
6. RECOMMENDED ACTIONS FOR TOURISM BUSINESSES & EMPLOYERS
- Update Client Communications: Immediately revise pre-departure information and website FAQs to inform incoming clients of the 1 October 2026 deadline.
- Review Corporate Immigration: Employers should audit the status of short-term foreign consultants or business visa holders to ensure they possess the necessary coverage.
- Revise Terms of Service: Update contracts to explicitly state that the agency holds no liability for clients denied entry due to a lack of mandated insurance.
7. Areas Requiring Further Clarification
While the framework now provides for the mandatory requirement, the first point of entry and 92-day validity of the insurance, certain practical issues would benefit from further clarification. These include: clarification on the treatment of visitors who move between Mainland Tanzania and Zanzibar after their initial entry, the treatment of visitors holding multiple-entry visas, particularly whether and how the insurance requirement applies to subsequent entries within the validity of the visa; the availability or treatment of appropriate insurance arrangements for students and other visitors undertaking longer stays; and the interaction between the 92-day insurance period and immigration permission extending beyond that period. Further clarification is also desirable on the interaction between the mandatory cover and existing international travel insurance, claims and reimbursement procedures, emergency medical-provider arrangements, system failures at points of entry, evidence required for exemptions, and the respective responsibilities of insurers and tourism intermediaries.

Kenya combines a mandatory entry requirement with prescribed minimum benefit levels and permits qualifying visitors to rely on compliant insurance purchased outside Kenya. Tanzania, by contrast, prescribes the mandatory inbound policy and identifies the principal categories of cover, while the Regulations leave the applicable monetary limits and detailed policy terms to the policy wording. The distinction is therefore not simply the existence of a mandatory insurance requirement, but also how the two frameworks address existing international insurance and minimum benefit parameters.
